Competence matrix template: skills, levels, behavioral indicators, evidence and use in team development.
The competency matrix is useful when it describes observable behavior in the context of a role rather than a set of abstract qualities: use it to calibrate expectations and select development practices; don’t turn the score sum into an automatic promotion decision.
What is a Competence Matrix?
Definition and substance
A competency matrix is a table that shows the key skills and knowledge for a particular role or team, and the level of knowledge each participant has, and it is a tool to better understand who knows what, where the gaps are, and what tasks can be quickly assembled into the right team.
Example: In an IT project, the matrix shows who can work with Java, who has critical thinking and who is good at negotiating, most often in the lines of employees, in the columns of competencies.
Why is it important?
It helps to assess the level of the team objectively, to make development plans, to make decisions about hiring and to select people for specific tasks.
What does the Competence Matrix template look like?
Basic structure
The matrix usually contains:
- List of staff (or roles)
- List of key competencies
- Level of competence (often on a scale of 1 to 4 or on Junior/Middle/Senior gradations)
- Sometimes, a development plan or comments
Example of a simple table:

Where 1 is only the basics, 2 can with a hint, 3 is confident, 4 is an expert and can teach others.
Options for different purposes
Google Tables work well for self-assessment: employees mark their own levels and discuss this with their supervisor. When planning training, add a separate column - “What to tighten up.” To evaluate the team on multi-project tasks, Kanban boards or specialized services are used, for example, Miro and Skills Base.
How to Fill in and Use a Competence Matrix
Checklist to fill out
- Identify a list of tasks for which a team is needed
- Describe the key competencies for these tasks
- Consistent descriptions of levels: what does “Junior”, “Middle”, “Senior” mean for your team
- Conduct self-assessment and/or independent evaluation
- Put the results in a table.
- Analyze: where skills are lacking, who can be a mentor, where new people are needed
- Use it to plan training, selection and formation of teams
Case: In a startup, after the matrix was introduced, it became apparent that most of the people who were weakest in their customer data skills were the ones who gave a clear impetus to launch a series of training sprints.
Mistakes and anti-patterns
The most common failure is not to update the matrix. Competences quickly become obsolete, and people grow, and the old picture is misleading. The second mistake is to describe competences in too much detail, so that evaluation becomes bureaucracy.

FAQ
What is the difference between a competency matrix and a grade system? The Grade System is a structure of salary and responsibility levels, the matrix is about real skills and their development.
How often do I update the Competence Matrix? It is best to do this at least once every six months or after major changes to the project.
Who fills the matrix: employee or manager? Both are optimal: first self-esteem, then feedback from the leader.
What tools do you use? For small teams, Google Sheets is good. For large teams, special services like Skills Base or Miro are good.
The Matrix is only useful for IT teams? No. Suitable for any team that needs skill development: marketing, sales, HR.
